Default Missing links

I noticed that I no longer have a control panel link. Can't find it anywhere. It used to be a drop down button but they have all disappeared. I am not able to log out even and try logging back in to see if that helps. Any ideas? Thanks.

Should be under quick links. If not, try emptying your cache and see if that helps.

Quick Links - Control Panel

Last drop down on the right of the top header?

I have NO drop downs under the header anymore for some reason. I did clear the cache and it made no difference.
