Strictly speaking it is an Action, Caryl. You will find it here: PHOTOSHOP.NA.BY * * PHOTOSHOP ACTIONS. There is also a good jigsaw on that page too.

N.B. I saved my image of tomatoes and raddishes as a transparent PRN file.

This one may not quite fit. It's one filter but 2 layers. Glowing edges top layer over the original layer that's had the dynamic range bumped up to make the clouds more dramatic.

Hmmm. I tried Perfect Effects Rice Paper Dark and it had only a minimal effect. Please try it for yourself, here is the unaltered image.

Thanks Cartl. I only downloaded Perfect Effects today and am still exploring its possibilities.

BTW, while on their site I noticed that version 9 will be available free in November.

Your right, Rice Paper doesn't do much for it, the background must be too busy.
Here's a quick and dirty sample with Graduated Tobacco from the photo filter menu.
