As folks are trying to say, you have to have a shallow enough depth of field to get that kind of effect. That means either very fast lenses, or very long ones, both would be even better.

A point of courtesy, and I think forum rules, if that image is from the web, you should just have posted a link, if it was a friends shot you should have given him credit for it. One should never post someone else's shot without attribution.
