You got to admit that $10 million prize for putting a rocket plane up a few hundred thousand feet is not all that big of a deal to the big players. I don't think that any of the major companies that could do that were even interested in doing it. And if you think about it, if private industy really kicked off and they started building commercial rocket planes, who do you think they are going to buy the engines and bodies from that will meet all the federal standards to carry passengers? From Boeing, Lockheed, etc. So it's really in their interest to incourage the little guys. And if one of those little guys come up with something really worth while, one of the big boys will buy it from them.
At least it is possible for a private corperation to even attempt something like this here in the US.
