Can anyone here help me identify this stone and/or what gives it the bubbled effect?

Can't identify the actual kind of rock, but the bubbles - which is actually what they are - indicate that this was originally molten and the bubbly part was foam on top. The whole thing, including the foam, cooled down and solidified into the form you now find it.
