Certainly a very decent guess. Stay on it !

I expect this is quite similar, due to its
purpose, which is rather opposite of a
suction device .... I think. It's actually
for "recreational" activity, but not for
for weed .... tho creative weed lovers
have been known to re-purpose many
different "appliances"

Anywho, I would guess it shares some
design features, maybe some parts [?]
with a vacuum pump.

I did write that the MO is associated with a
recreational activity. I spoze if biking is your
recreational thing, and your tires leak .....

But no, it's not a tire pump :-(

Checking google images, it IS
typical looking of such devices.

Soooo, what are you reminded
of, so far and including this:

like a tire pump !

SORRY !

Feeling really sooper stoopid now ... cuz I repeated
a previous image clue when meaning to post a new
one. So, here's the intended new image clue:

GTCU 1972 XX 0637 E1 WMS.jpg

It is not automotive, nor a tradesman's device. It's
not the latest version, but form follows function on
both this older one and all the newer ones that I've
found on google .... IOW they all look approx alike.
Altho associated with a recreational pursuit, many
of them ... mebbe most of them ? ... are owned by
commercial interests.

Does this have something to do with hot air balloons?

Nothing to do with hot anything,
quite the opposite. Think cold ...
