Looks something like a soda straw, but the surface texture is wrong for that. My next guess is a short piece of hose of some kind. The liquid on the outside suggests that it has been chilled and condensation has formed on it.

Bait fish, lifelike lure or mebbe a
sardine thaz been drinking hard.

You said it's non-living, but does
that allow "dead" ?

If "dead" is ruled out, then it's a
fishing lure. If it's not a lure, it
would make a pretty good one
