I wonder if what is happening is perhaps since the usb controller a shared bus link
that there might too much power draw. Just a thought

Hey! I apologize for not responding sooner, I've been away for a week of training for work and just haven't had the time.

I ordered a USB 3 board today and hope to have it installed by week's end. I'll report back once I have the board installed to let everyone know if the problem has been taken care of.

Hey there citizens! I purchased a UtechSmart PCI-E to USB 3.0 4 Port board this past week and finally got it installed today (8/25.) The driver disk that came with the board wasn't recognized by my computer but I was able to download the driver from UtechSmart's WEB site and got things running in short order. After the driver install I turned the computer completely off and then re-started it. With fingers crossed the computer stated normally without issue. So the problem of using my new USB 3 drives seems to have been fixed by adding the USB 3 board and plugging the USB 3 drive into it.

Is it easy to instal a USB3 card in a toshiba laptop? I have replaced things
in desktops, but have never replaced anything other than RAM memory and batteries in a laptop.

Most stuff like this in laptops cannot be upgraded as it is part of the motherboard or designed specifically for a particular laptop model because of space constraints.
Drives, RAM, and Wifi boards are usually easy enough to replace on a laptop, but that's about it for upgrades in my experience. CPU upgrades are often an option, but that won't help your USB performance.

Bob - I installed my USB 3 board into a desktop tower. I haven't tried to change the USB ports of a laptop but based on my very limited experience of opening a laptop up I have to go with zemlin's response. Sorry I couldn't be more helpful.
