Hey Kevin, I can't agree with the size. I see Semipalmated a lot and they are tiny. The Caspian Tern is our largest tern and they are big, it's hard to tell the distance between them but I think it's larger than the semipalmated.

I don't think the Tern is that far in front of the Plover or it would more out of focus. With the sizes as below then I think the bird is a lot smaller than a Killdeer.
Caspian Tern 19-23in
Killdeer 9-10.5in
Semipalmated Plover 6.5-7.5in
Having said that it's still almost impossible to positively id it

You could be right on the size, coloring of the back and legs looks good and I think Gil would have noticed it when the shot was taken if it were a Killdeer. Good probability on the plover.
