The vertical undulations in the light tracks are most likely caused by low-frequency vibrations of the overpass on which the tripod was sitting. I assume a tripod was used, though the camera could have been in direct contact with the structure or possibly on a beanbag or other rigid or non-rigid small support set on or against the structure.
