Neat effect. I would have guess that you used a 2nd curtain sync flash, but the exif says no flash. How'd you pull this off?

Magic, of course

Actually, it was a news report on television about a night high school game. The TV camera was panning with the runner who added his own arm and leg motion beyond the panning. My D300 was actually as still as I could hold it. Because the TV picture is actually a series of still frames, you get the dashed traces of the lights and the runner is actually about three images which the TV pan managed to hold as one. In total, I think there are about ten frames in this one image.

Just looking at it and trying to figure out what was happening was fun.
