Giclée printing seems primarily geared toward artists. Is that true?

Yes you are right buddy.
A gilcee or zee clay is just an epson inkjet print. I have had some prints done for a local artist and the quality was not that great. You need a good printer and a fine image. Its very popular for artists to sell glicee prints in the UK instead of orginals. __________________
