Default Restoring old photographs

Does anyone have any tips on how I can restore a box full of old photographs digitally? What are the best hardware and software tools for the job, to remove scratches, dust, adjust exposure, and so forth? Any experiences you've had? Better to invest up front in a fancy scanner?

Restoring old photos depends on the photo. Yellowing etc... I would say that PhotoShop, PhotoImpact, or PhotoShop Elements should do you just fine. It can be time consuming work depending on the editing needed.

No fancy scanner neccessary, imo. Mine is 15 years old (Agfa SnapScan 1212U)! I scan 'm in as TIFFs. At 600 dpi.
It's gonna take lots and lots of your time, though...
I use GraphicConverter (http://www.lemkesoft.com/en/index.htm), PhotoLine32 (http://www.pl32.com/) – both handle RAW and are free to download shareware – and PS8.

I see three high-quality options I'd consider for turning the photos into digital files:

Canon 9950F flatbed scanner
Epson Perfection 4990 flatbed scanner
Konica Minolta DiMAGE Scan Elite 5400 II for slides

Not sure which of these is best. Does anyone have any of these?

These are overkill for most photos. My old Epson Perfection 2450 Photo is good enough for any prints and 35mm or lerger snapshot quality negatives and slides. It came with an earlier edition of Photoshop Elements which is all the image editor many of us will need. A good book on using PSE is a valuable aid.
