Yes but what did you expect? I'd be very surprised if you could find a document stating the legal situation that was applicable to more than one country. For those European countries that have signed the treaty, there may well be an umbrella ruling under the European Convention on Human Rights, but that would not be relevant to any non-European nations legal system.

The document actually describes a similar situation to what's happening in the UK - there is a mounting paranoia within the establishment about what is able to be photographed - if you follow the letters page in Amateur Photographer you will find many instances where photographers are being challenged in taking pictures of innocuous subjects. There may well be a document describing the legal situation for the UK - if not, then someone ought to get onto it and produce something as useful as the one Rob posted.
