I rourtinely drag my shutter out to an 8th of a second, handheld.
You can get away with much more than you think you can. I'm posting two images. Both were shot at F5 @ 10th. (A 3rd stop longer than an 8th). Two images are being captured simultaneously when you trip the shutter. One for foreground, the other for background. Flash aperture controls the foreground, shutter speed controls the background. This allows you to completely control your foreground/background balance. __________________
