Default D80 Shutter speeds question

Hello,
I am a new DSLR owner and have a question about the way the Nikon D80 displays the shutter speeds. I see from the manual that it has a range of 30 seconds to 1/4000. As I place the camera in "M" and start scrolling through the shutter speeds I see that it starts at 30" ( 30 parenthesis). This is obviously representing 30 seconds, no problem there. As I scroll down, eventually I reach 1" (1 parenthesis) and then the next step is 1.3 (1.3 NO parenthesis). What is the 1.3 representing.....1/3 of a second or 1/1.3 of a second?

" is the notation for seconds. Anything with " is seconds, everything with no notation is 1/x, in this case, 1/1.3
