Default Is my Metz 45 CT-5 faulty?

I seem to be having inconsistencies with the exposure. When I have it set to the 'C' closest to the 'M' I can get a light pop but if I got to the 'm' and do a full pop then back to the closest 'c' I get a full pop again. I have to go to the furtherest 'c' do a pop and back to the closest to 'm', 'c' to get a lower powered pop.
I hope this is making sense to someone. It's like it needs dumping but I didn't think it required it?
This would explain my lighting stuff up on my last shoot.
Is this thing broken? :-(
What should I do?

I wish I knew what the c setting was? Keep in mind that it has a sensor. The flash will react to certain distances of any objects it pointed at while firing manually.
