When I put my flash into the H mode, it isn't stay there all the time. Sometimes it will but most times it's just taking itself out. Is there a way to keep it there or is there a reason why it shouldn't be on all the time?

As far as I know, you should be able to keep the flash in Hi Sync mode, but if you set the shutter speed of your camera lower than the highest sync speed it will behave as a "normal" flash. It might also change depending on what mode the camera is in (creative vs presets). Once you set the shutter speed up higher than the sync speed the flash should go back into Hi Speed Sync mode.
