What is the Orton Effect? What ever it is I like the effect. Is that the infamous Black's Beach just north of La Jolla? And if it is, is it still open?

Great work! Very surreal. The only gripe that I have is what looks like a parasail off to the upper right corner. Clone that out and it's a wall-hanger, for sure

The Orton effect works fine on some shots (like this one), some it doesn't. You just have to try it and see. Since you can't see the guy himself in the parasail, I'd just clone it out.

And it's "horizonally challenged" (PC for tilted).

I like the Orton effect, but I think you need a touch more light & dark to really bring it out. I think you could have got away with just a saturated misty blur for this image - would be interested to see the original
Well done
