In Virginia Chincoteague Island during the winter and Kiptopeke during the fall migration in the Eastern Shore as well as the man-made islands in the Chesapeake Bay-Tunnel Bridge. Other places would be Dismal Swamp and Hogg Island.

Although you did not ask, the best place for bird photography in the USA (my opinion) is Sanibel Island in Florida, particularly during the winter. You are assured of award winning images.
