I am guessing some overlay layering as a blending mode :-\
but as for the rest of the process I am not gonna guess.

Mostly trial & error.
The key is,on a duplicate background layer Gaussian blur(35) then blend multiply.Use level adjustment layer sliding white point slider to left till image brightens.
The rest is more levels and curve adjustments hue & sat.then going back to background layer dodge and burn..
I use several layer mask to paint out some of the changes.
