Default Best software for doing Collages?

I have seen a ton of great collages while surfing through photocamel. My question is this. What is the best program for doing this? I have some photos from graduation shots and some baby photos that I would like to create collages for the purchasers. Do most prople do this in photoshop or use specific software? Let me know what you use and if possible I would love to see some examples ..

I use Photoshop Elements for collages. Using a filmstrip custom shape is a great way to bring several photos into a collage. The possibilities are limitless. My Photoshop Elements Techniques Gallery: Elements User: Gallery

Under Windows or MacOSX, trek?

and pick the one you like best.
