I have read several tutorials that talk about adjusting skin tones according to CMYK values and then adjusting curves. Could a person also adjust skin tones using Magenta or Yellow photo filters?

As Peano shows, yes you can. You can also apply a filter and change its "strength". Put it on a separate layer and you can change its opacity too.
The downside is it will do it on the whole image, so all colors will change a bit. So to have more control, you'd want to use a mask too, and "paint" accordingly to show/hide the parts you want. __________________
