I don't have any ideas.
The last clue reminds me of a screw on an embroidery hoop but none of the other clues fit that idea.
Is a hardware store the typical place to purchase one?

Not an embroidery hoop and yes, I think it can only be bought at a hardware store or online I guess.

Would it be a "third hand" tool something like this?

This particular version has a magnifier and a soldering iron holder, but they can be had without these extra features, especially the soldering iron holder, which it that large springlike attachment at the lower left.
