Looks like a serrated cutter of some kind, such as the metal tear bar on a box on aluminum or plastic foil. However, in this instance, it looks to be mounted on wood rather than cardboard. I have a fancier wall-mounted plastic/aluminum foil (and paper towel) dispenser made of wood. The mystery object I suspect is something functionally similar to that dispenser.

Not a serrated cutter. The wood you see n the background of this image is not part of the object.
