Is there another drywall screw hidden behind the rod?
Does the photo show the true orientation of the device? IOW, is the rod at an angle relative to the direction of the earth's gravitational force?

Yes, there is another screw. That is the correct angle, about 45 degrees from plumb. The photo was not taken "head on" to the angle, so it is more of a compound angle.
