Default Action Folder in CS-4

Ok I don't know why or I guess how to create a folder in the action pallet, so that I can drag actions into this folder grouping them. It only shows setting up a set. Help!

You may only save actions as a set. The set may contain only one action, or several. When you create an action you must first select the set which will contain that action, or you must first create a set to contain the action. When you wish to save a set (of actions), you can save it to any folder you wish, anywhere on your computer. But don't forget where you saved it if you want to retrieve it later.

A set is basically the same as a folder. After you created a new set you can wither create a new one as blumesan explained or just drag and drop actions that you may have saved somewhere on the file system into the set.
