Need help displaying Tweets on a windows server-based site

This isn't photo related but it's for my photo site. I've tried a couple things that I've seen on other sites, but they're not displaying on my Windows-based site. It may or may not be a hastle for me to switch to a Linux server so I'm trying to just fix this before I do.

I've done a LOT of googling but everything I've seen has either not worked or has been too confusing to know what it is.
