I am using a Dell computer with a 3.0 GHz Intel processor with 4 GB of RAM memory. How much faster will Photoshop CS3 would be if I upgrade to the newer 2.6 GHz Duo Intel processor with 6 GB of RAM memory?

Almost twice as fast, Jose.

But don't take my word for it. Test it IRL! Do this test with your current system. Write down your score. Then do this test again with your new machine, and note the difference.

Before you decide on your new machine, though, consider that 9 out of 10 pros use Apple Macintosh for media processing (photo, video, audio)...
And don't forget that you can also run Windows XP and Vista, and all your current software, on a Mac!
Try that the other way around!

I would skip the 2.6 GHz processors. Go straight to the 3.0 GHz dual core. 8400:

Increasingly I see the need for quad core, however. I suggest this one:
