Thanks fatsheep!

Using Photoshop, for the robes I just created a layer for the robe itself and painted in the solid color (blue, gold and red). Then I created a Linear Burn layer and checked the "Fill with Linear-Burn-neutral color (white)" check box in the layer creation window. Working in the neutral white layer mask, I began painting in using a soft black brush at about 8% opacity and began roughing in the folds of the robe where the shadowing would be. Then I would go back with a white brush at about 20% opacity and paint back in the highlighted areas of the robe. Switching between these two on the linear burn layer mask is how I achieved the look.
