I get the impression it's not in use at the time. Very little
counterweight for such length, like it's displayed at "home
base" seeking deployment. Point of view is not really very
much below the horizontal beam.

OTOH, could be on-site, set up to lift relatively small loads
but able to deliver them for maximum convenience of the
users. Mebbe the PoV derives from a rather long lens on a
nearby hill or another tall structure ?

It was a long lens, which perhaps with the stitch of several images into one, gives the impression of a high POV.

It was in an area with a lot of construction going on, but yes, it was not active at the time. I'm guessing that it was gong to be used shortly.
