$50 per frame of 35 mm film drum scanned doesn't sound like a bad price to me.
Scans in the $1 to $3 per frame range are not going to be drum scans.
If you just want scans for web/email then try some place such as Costco. For a few bucks they will scan the entire roll to CD. Then if there's a really special frame that you might want to print large you can take it to a custom lab.
