Assuming you're staying at the same ISO, you'll need to bump it to 1/50 or slower @f4 for the EXPOSURE to match. At that shutter speed, though, you're going to start seeing motion blur from the subjects. I'm not sure what "get all the motion" means here. Freeze it or show some motion?
The 24-105 is a regular in my bag but I don't use it for low light work. It's a very good lens but f4 isn't when it's at its sharpest (of course, neither is the Tamron at 2.8, which I've also used).
I don't find the IS to have that much of an impact on this lens. Not sure if it's just me, my copy of the lens, or all of them. During low light wedding work, I reach for my 70-200/2.8L IS or a bigger prime.
