You can get many programs that will catalog your images. Then you can also get many programs that will display your gallery online. But most of the time these are two different things that will always require uploading.
Like mentioned, it can be done in an all in one program, but it will require a server in your house connected to the internet. A web server is the one option. Another would be a database server. There are other options, but again, this gets expensive.
A simple solution would be to get a program you like for cataloging images and then upload your photos to your online solution.
If you already have web space online, you can look and see if you can or have access to a free image gallery called Coppermine. Once this program is setup in your web space, you can batch upload your photos and it will automatically resize your images to offer thumbnails to full size images.

As another option, as already mentioned, hosting like smugmug is a great solution too. But again, the easiest and cheapest way is to find your cataloging software of choice and then upload to the internet.
