Couldn't agree more.

I used to see it alot in PPA Affiliated as well as non-affiliated print competitons. Usually, the effect is way overdone, which can kill your score as quickly as it can bring it up.

Here's another using the sculpture filter in PS. This image was selected to the 2007 Loan Collection.
