There are lot of Free Photoshop plugins are avialable on the internet.
AS you have already D/L Lucis art please copy it in C:\programs\Adobe\version of Photoshop\effects directory manually if it does not install itself automatically.Gothrough the information on its site if any.
Otherwise load an Image and then check filter.When you locate lucis art click apply the filter.
