Personally, I think that Lucas had A LOT of time to think between 6 and 1...it was a cool idea to say that stuff about only having one of each and he forgot that he contradicted himself! An oversight on someone's part...
I also think it could be a possibilty that Palpatine wanted to kill off Vadar (who was showing a bit of humanity through his "darkside" and besides who can live forever like a crispy critter walking around in a metal lung
) and by having Luke take him out it would drive him further toward the darkside himself. Annie wasn't what he once was.....
