I have a fast machine running a 3 gig processor and 2 gigs of ram. Compared to any other program I run, PSE seems slow.
Specifically what is slow? Opening and saving could be RAM and/or HDD speed. Running filters is all processor. Adding layers is all RAM. Another issue is throughput. You say its a 3Ghz processor, but the frontside bus can actually slow the thing down. One other thing, image files are colossally larger then the typical word document, even a large one, and some things simply take time to run. I have dual core 3.6 processor with a 1066 FSB, 4GB DDR2 SDRAM, lots of SATA Drive with hardware RAID 1+0, in other words its a screamer and some things still take time. To open or save a 100MB file, it takes about 10 seconds. Same for most filters. Some of the more elaborate sharpening scripts take up to a minute to run.
