For the most part, you could use lukewarm water on them. Fill the CLEAN sink about an inch or two deep. Sometimes, it is good to add one drop a "no residue/no streak/no spot" type dish soap to make them a touch slippery. Wipe them with a soft cloth if they are a stubborn type spot. Hang them up to dry, and the soap should make them dry with no spots.
Some people use "original" stabilizer that was used when they were developed (color negatives, use C-41 stabilizer. Ektachrome slides, use E-6 stabilizer. B&W negatives, use Kodak Photo Flo). A good large camera store should have any of these...
