Default Cleaning Negatives For Scanning

I'm not sure where to post this question but what does everyone do to clean their negatives before scanning them? I'm going through some of my old negatives and I'm finding that a lot of them are marked up. Several have spots and what looks like smudges on them that I can't seem to get off. When I try to wipe them off they turn into long smudges which is worse than the original spots. I'm not sure what the spots are from either. Most negatives have been in plastic holders for years and years...

If this sounds familiar what's your homebrewed fix?
